Mr. Le Truong Duy, born in 1985 in Tay Ninh province, has a high level of education with degrees including Advanced Political Theory, Master of Public Administration and Bachelor of International Relations. Having grown up from the Ho Chi Minh City Department of Foreign Affairs, he has held many important positions such as Director of the Center for Foreign Affairs and International Conference Services, Deputy Director trainee and then officially held the position of Deputy Director of the Ho Chi Minh City Department of Foreign Affairs.

On April 4, 2025, he was appointed as Director of the Center for the Fourth Industrial Revolution in Ho Chi Minh City. With extensive experience in the field of foreign affairs and excellent management capacity, he is considered a young, dynamic leader with strategic vision, actively contributing to the development of technology and innovation of the city.
