Le Anh Dung
Mr. Le Anh Dung is Deputy Director General at Payment Systems Department, State Bank of Vietnam. He graduated with a Bachelor of Banking and Finance from National Economics University in 1999 and received a Master's Degree in Banking and Finance from Monash University (Australia) in 2005. Mr. Dung has more than 20 years of experience in central banking and payment system at the State Bank of Vietnam.
He is keen on and has dealt with many issues related to the field of payment policy and regulation, digital banking transformation, financial innovation and sandboxing such as the development of non-cash payment policy, regulation of payment service providers and cashless payment instruments, oversight of payment systems and payment services, promoting innovative payment services, digitalization and innovation mechanism for the banking industry, financial customer protection and payment fraud prevention efforts, development of Fintech regulatory sandbox in the banking sector, etc.
In addition, he is actively involved with the implementation of Digital Transformation Blueprint for the banking sector, and of Project 06/QĐ-TTg on the application of the national citizen database within the banking industry.
Internationally, he also participates into promoting interlinkages of cross-border retail payments in the ASEAN region through interoperable QR-Code, etc. He is also a speaker at various national conferences and seminars on digital banking transformation, Fintech; joining the BIS working group on CBDC, BIS Innovation Hub activities and being a contributor to the payment report of the PAFI Group under the CPMI-BIS Committee.
